Security Plan Guidance: Access Approval

Section 11(c)(7)

Section 11(c)(7) requires the entity to ensure that all individuals with access approval from the HHS Secretary or APHIS Administrator understand and comply with the security procedures. All approved individuals should undergo training that covers general security as well as security training as it applies to their specific work. Section 11(d)(1)

Create a system that limits access to select agents and toxins to those approved by the HHS Secretary or APHIS Administrator for access to select agents and toxins. Individuals must have passed a security risk assessment and have approval from either the HHS Secretary or APHIS administrator before they obtain access to any select agents or toxins.
